New Boater Education Law

We are working with the Crow Wing County Sheriff's Department to determine if we will be able sponsor in person watercraft safety training for adults as we currently do for Youth Operators. We will keep this page updated as this effort evolves.

Key Points
Starting on July 1, 2025, a new law will require some adults and all youth who operate motorboats—including personal watercraft—to have a valid watercraft operator's permit. This law is designed to make boating safer by ensuring  everyone operating a motorized watercraft knows the rules and is properly trained.
At this time we believe that initial contacts will focus on education about the permit requirement, not enforcement.

What is a "Minnesota Watercraft Operator's Permit?"
Minnesota watercraft operator's permit (also known as the Minnesota boating license or boaters license) is proof that you have met the mandatory boat safety education requirements for the State of Minnesota. The Minnesota watercraft operator's permit is good for life and does not need to be renewed.

Who is covered?
Adult Operators- 
The law will phase in over the next few years. The operator permit requirement starts in 2025 and will gradually apply to older age groups over the next few years:
Starting July 1, 2025 people born after June 30, 2004 (age 21)
Starting July 1, 2026 people born after June 30, 2000 (age 26)
Starting July 1, 2027 people born after June 30, 1996 (age 31)
Starting July 1, 2028 people born after June 30, 1987 (age 41) 

Youth Operators- Young operators can't operate boats with more than 75 horsepower. They can operate boats (that are not PWC) with less than 75 horsepower if they're with an accompanying operator.

How can I get my Watercraft Operator's Permit ?
You can obtain your Minnesota watercraft operator's permit in 4 easy steps:
1. Visit the Boat and Water Safety Education site at www.dnr.state.mn.us/safety/boatwater/education.html
2. Follow the link for the online course at BoaterExam.com , register (one-time fee of $34.95)
3. Study the Minnesota boater’s safety course, take and pass the final exam (with as many retrys as needed).
4. Print your Certificate of Completion, and receive your permanent Minnesota watercraft operator's permit in the mail within 3 weeks.

I already have a boaters license, do I need a new one?
These comments are for guidance, based on what we know currently.
If you have a Minnesota Youth Boat Operators Permit you are covered.
If you have an older MN DNR Boater Education Certificate you are covered.
If you have a 'boating license' issued by another state you are covered as long as 1. you are not a Minnesota resident and 2. you are operating a watercraft for a limited time (60 days or less).
If you have a US Coast Guard valid license to operate watercraft.
